Refrigerator & Freezer Repair

I have a 5 year old Jenn-Air #JS42CSFXDA. The freezer and frig were not to temperature, (31/43) set at (0/35) Called for service and they said it was the damper and replaced. No visible frost to tech and and service tech said fan was working properly. After 2 days the temps are now 26/38 with the requested temps at 0/35. Do you have any ideas of what to try now?

You got an incompetent servicer. Remove the back freezer panel and check frost pattern, If totally frosted with heavy frost, you have a defrost problem.
If totally frosted with light frost, wet your finger. If it stcks to the evaporator tubing at most places including the tubing near the back wall, you still have air flow problems.
