Neither the refrigerator nor the freezer are getting cold. When it is left to run for a period of time the compressor gets hot but does not click or sound like it is cycling on. Both the coil fan and the condensor fan are running but both are only blowing ambient air. The interior cabinet is at room temperature and has been that way for twenty four hours now so it is very unikely there is any frost on the coils. also the condensor coils are clean. This fridge is located here in Port Au Prince Haiti and is constanly subjected to low power supply from the power company because so many people home here illegally tap in the power transmittion lines.

When the fridge is on put your hand on the compressor and check if you can fill vibration. If not then unplug it and remove the start relay/overload from the compressor and shake it. If it rattles - replace it Part number: W10128791

Before ordering a part using multimeter check the continuity between the compressor's pins and then to the ground. If the pins have continuity and no continuity to the ground then order the start devise.
Check the voltage at the outlet. The fridge wont work if there is less then 110VAC.
