Ice maker was turned off for over a year. Once turned back on I can hear the water flowing and the fan and compressor running but inside is not cooling down and no ice is being made. The only part that we've replaced so far is the PCB.

What and how should we test from here? Please give as many possibilities and options as you can think of.
