Here are your parts, includes a wiring diagram.
Replacement parts for Frigidaire PLHS269ZCB4 Frigidaire/refrigerator | AppliancePartsPros.com The evaporator fan is controlled from the adaptive defrost board. Looks like a standard 120 volt fan to me so it is not speed controlled. Check the power across the fan if it is 120 volts and the fan is slow then you have a defective fan.
