Refrigerator & Freezer Repair

When i turn the water on for my refridgerator the water runs non-stop from the dispenser. I have already replaced the motherboard for a prior problem (flooded my house). I have repaired a water line on the water valve in the back . I was wondering if anyone knows why this happens and how to fix it. GE side by side Model # GSS25JFMA. Any help would be great !!!

Sounds like the water valve itself may need replaced, it may be stuck open.
