constant clicking sound coming from power box located behind kick plate

Model Number: sxde27ne Brand: Amana Age: More than 10 years

i have a Amana 27 1995 fridge mdl# sxde27ne/p1162206we. There is a constant clicking sound coming from the power box that is located in the front of fridge behind the kick plate at the floor. When you here the clicking sound the fridge is not cooling , the condensor fan and compressor is not operating. then after about 20 min or so of the clicking sound it will stop and you will hear the compressor and condense fan start up and the fride will begin to cool.
After 5min or so the fridge will shut off again and the constant repedative clicking sound will begin again for some time.
I thought it was the elec. board in the power box, so i replaced the elec board, but that didnt fix it . do you have any ideas??
