My GE s/n GTS18HCMERCC stopped cooling but there is a clicking sound coming from the compressor area about every minute or so and I removed the overload and it is rattling and matel pieces fall out so I know it has failed. Could this part fail over time or could another componebt cause it to fail? Is there a way I can test the compressor to make sure this part will fix my problem and make sure this fridge is worth fixing?

Odds are that it is just the overload/ptc.
They often fail all on their own.

You could check the compressor, see the below link.

There is no reliable way to check the capacitor.
