We initially heard the periodic buzzing down by the compressor.
The fan runs, but the compressor doesn't start.

I removed the start relay, and it had a rattle inside.
I replaced the relay, but it didn't help. Unit will buzz for 10 seconds every 2-3 minutes

I checked the three pins on the compressor with my multimeter. All the windings have readings as I expect - something like: 3.5 ohms, 5.3 ohms, and 8.3 ohms
I don't think I have a dead compressor... do I?

There is a capacitor plugged into the start relay. I believe it is called a "run" capacitor. Could that be the problem?

The run, modern, oil filled capacitors are very reliable, if open, the compressor will still start, but have lower running torque. If shorted, it will blow out the start winding. You most probably have a compressor with damaged windings. Resistence reading are meaningless even if the windings are burnt. As soon as 115 volts is applied, the winding arks over.
