Sorry for the delay. The evaporator fan must work together with the compressor. If it does not then check for 120 VAC to the motor while the compressor is "on". If there is proper voltage then replace the evaporator fan motor.

This reply is probably late but, anyway this test is better to do when the evaporator and the defrost thermostat are cold.

On my fridge, the louver is fixed. It can't be open/closed.

It looks to me like it is a simple bar and air should go through unles it's frozen or blocked somehow else.

The lower right of the fridge side is flashing and according to the diagram, it's state that
Refrigerator Defrost Sensor measures open or shorted.
What should I do next.

Probably you have to replace that sensor.

Gene,

I don't understand what you mean by "simple bar".

I've pulled the louver off, I don't see any blockages; however, the airflow isn't a straight path. It appears to flow down (inside the divider) and must then flow to the back where the coil is as the opeing in the freezer side is back by the coil.

I don't have any clue how I could check the whole path.

I suppose I could turn off the fridge for a few days with the hopes that if there's ice blocking the path it would melt. However, even if it melted would it drain out so it wouldn't freeze again?
