Can I bypass overload/relay to see if the compressor works? Also, what would cause the o/r to overheat, compressor issue? P.M. issue? Any help would be greatly appreciated. Thanks.

Is there a "newer" type start device installed? If so, the compressor may be shorted and the overload device will not cut out thus causing the overheating, which is a fire hazard. If you have a meter and an amprobe, I can help you install a new start device. If not, check the model # tag. If it has R12 refrigerant let me know and I will help you install a new start device.
