all fans run , compresser is warm, but it will not cool . this a top freezer type could this be the run capasiter

No, not the run capacitor because the compressor is running if it's warm.

Are the condenser coils warm. They are under there with the compressor. If they are not warm there is a problem with the compressor requiring a tech to check out.

Is the condenser fan running. It blows on the coils.
