Frigidaire Top mount Frost Proof is collecting water at bottom inside frig

We have a Frigidaire Electrolux Top Mount Fost proof refrigerator/freezer with ice maker. Everything seems to be working fine with cooling and freezing. However just lately there has been water under the vegetable bins at the bottom of the refrigerator. Online it says the problem is related to a blocked or frozen drain. They say it's caused by the heater wire malfunctioning or a temostat issue. I took the back cover off the back wall of the freezer compartment and I could see the heater wire and noticed there was ice around the side where the heater wire connects and runs next to the evaporator coils. I defrosted the ice block with a hair dryer, but I think it will happen again. Can I just replace this heater wire? How can I tell if that will keep the drain from freezing over. I couldn't locate the drain tube. I took some photos of the assembly. I was reading also I could fix it with a copper wire that extends down the drain tube to keep it from freezing over. But I couldn't see where of even if I have a drain tube. It looks more like a drain shaft running from the bottom of the freezer on the back of the refrigerator.
