Is the condenser/compressor fan running?

Is the evaporator/freezer fan running?

Does the compressor cycle or is it on all the time?

You said some cool air is entering the fresh food section at the top so I am assuming that the damper is open.
Is the vent lower down on the side wall between the sections clear of food etc. on both sides? It should be for proper air circulation.

Check the temperature in the freezer. It should be between 0 and 5 degrees F.

Remove the cover inside the freezer so you can inspect the evaporator coils. If they are heavily ice/frosted over then you have a defrost problem. This often shows up in the fresh food side first and later in the freezer temperatures.
