Unplug J2 connector from main control board. Check for 12 VDC at control board pins J2-3 to J2-8. Do you have voltage?
If Yes, there is a short in fan motor circuit. Check for shorted evaporator and/or condenser fan motors (less than 1K ohm between white to red or white to yellow wires). If any of motors is shorted then possible the new control board you installed is already damaged by faulty motor.
If No, unplug J4 connector from main control board. Check for 12 VDC at control board pins J4-2 to J4-3. Do you have voltage?
Post the results.

a service man checked it and he said that the control board in the refrig section is bad and not suppling juice does this make sence

This is one of possibilities but it has to be verified. Did he do any tests?

Is there a relay or someting that transfer ac to dc current I have ac but seems like no dc

Very rare that both evaporator and condensing motors would fail at the same time. You might not have 115 volts to the motherboard and therfore no dc voltage is generated. Get the schematic from the back of the encoder and check for ac to the right pin. The schematic I have shows power to J7-9 orange wire and J8 black wire.
