GE Arctica PSC25SGSC Frozen Climate Keeper

Laster year I replaced the main control board because temperatures on both sides were warm. This week I noticed that the refrigerator seemed to be on all the time but the temerature display never went above 39. I didn't think much of it until my morning dose of cheerios. The milk seemed warm. I placed a digital thermometer on the top shelf and the temperature read 58 degrees. Upon emptying the unit to the garage refrigerator I found the climate keeper to be frozen as well as the vegetables in the vegie draw. What would be causing the freezing on the climate keeper? I'm assuming this is keeping the air flow from coming to the top of the unit. The temperatures on my digital thermometer ready 37 at the base of the climate keeper while the GE Display reads 35. The top shelf is still over 50.
