The frost builds up with the flap slightly open then the ice won't come out because the frost is stopping it. Do we need a new spring, flapper or something else?

You'll have to inspect the parts to determine what's causing it to stay open.

Remove the dispenser cover by gently prying going round and round a little at a time to prevent from breaking it. When it's off the screws will be exposed to access the other components
