Have vacuumed dust out from underneath vents and around motor and condensor, but unit still not cooling....any ideas ? add refrigerant ?...and, if so how/where ?...Thanks for any help

Is the compressor motor running and is the fan next to it running. The coils the fan moves air across should also be running when the compressor is.
