If the evaporator coils behind the back panel of the freezer are icing up and blocking the flow of air it is an auto defrost failure.

check defrost heater, defrost thermostat.

If they are ok the problem is the pbm control, part 6 on your diagram.

When you say the condenser's pipe is frozen do you mean that in the compressor area under the fridge there is ice on one of the pipes leading out of the compressor before it enters the refrigeration compartment.

I think I saw something like this in a tech bulletin had something to do with a dryer problem.

That is the evaporator inside. The condenser is outside. Anyway Your drain tube must be stopped up with ice at the upper end because it drains too slow because it's stopped up at the lower end in the evaporator pan under the unit at the floor. It can get dust and mold in it. Once you get the ice out at the top a little air pressure will usually clear it out. Flush it out with hot water and clorox may help. Make sure it drains quick enough. The drain should be located below the evaporator coils on the lower back of the freezer.

Part 6 on this diagram is your drain. http://www.appliancepartspros.com/sect/i/5/z/i5z1r5fadk.gif
