Front of fridge (between fridge and freezer) is constantly too hot to touch. I've noticed the fan in rear bottom never spins. How do I determine if fan or relay is bad. Everything else seems to work OK.

Whenever the evaporator (freezer) fan is on the condenser/compressor fan should be on as they are wired in parallel.

To double check measure the voltage across the fan when the freezer fan is on if it is 120 volts and the fan is not turning, it is toast.
