Note: I do not work for AppliancePartsPros so "u guys" does not apply.
If fans and compressor are off then you may be in a defrost cycle. Rotate the timer cam to see if the unit will fire up or wait and it should come out of defrost in about half an hour. If you do force it out then note where the cam is located, then after a couple hours check it's location to make sure it is rotating. "Freezer works great,lower half just gets cool" Not sure what you mean could you explain it a little better. If you mean that the lower half of the freezer is just getting cool then the freezer is not working properly. If only the lower half of the fresh food section is getting cool then check to see if the evaporator fan is running. It is required to push cold air into the fresh food section. A model number may help diagnose your problem!!!

MODEL TT18DKXDW01 Fresh food just gets cool. Coil was all iced up when first taken apart
