Refrigerator & Freezer Repair

Water dispenser on whirlpool refrigerator ED5FHAXVT01 not working, ice maker is working, i hear the motor when i try the water - have pulled the filter - do I need a new part# 2188708 Filter Valve Assem?? I see quite a few articles that say this is the culprit for the ice maker, I presume the solenoid controls water to both ice & water dispensers on from door.

I replaced the Filter Valve Assembly and still nothing, I hear something like a pump/motor when I press the water dispenser but no water. ICE maker works fine... could the line be frozen somewhere? Is there any hints how to take apart to look?
