I was trying how to figure out how to test the temerature control on assembly on a Hotpoint CSX22TFB. I've cleaned the coil and everything seems to be working properly just doesn't get cold enough.

Measure the temperature at the back wall of the freezer and post.

I have monitored the temp at the back wall on the second shelf and it has gone from -10 to as high as 20 when checked. I put in a tub of ice cream and it appears to have thawed and refrozen at some point.

You may have a partially shorted defrost thermostat. I don't know how to manually force defrost, you might want to repost this to ask how to do this. Also, I would check www.applianceaid.com for info on this.
Once you force defrost, you can verify a bad freezer thermostat, or just replace it to see if the problem goes away.
Also, GE has had a lot of trouble with the condensing fans not running up to speed. A indication of ths problem would be a higher than normal condenser temperature.

To raise the hair on the back on the neck on Mr Rich and Happy some more today, is you can force the unit into defrost, by turning the flat blade cam screw on the defrost timer. This is a 1993 model ge, so it should be mounted behind the bottom kickplate of the refrigerator, So if you take the kick plate off, right in the middle, the timer will be behind a metal plate, but, you could get your screw driver, and turn clock wise till it shuts down. But, that is just to help you and Mr Rich and Happy know where the defrost timer is. But, on that product, if you are getting a thaw and a freeze it will most likely be your thermostat on that product. That is what I would replace, especially if there has never been a frost build up on the evaporator coil. If so, then Mr Rich and Happy would be on the right track for the defrost thermostat being the problem. -10, and 20 degrees is a big difference in temp. If I did my gasindas right, that's a 30 degree difference If you had a defrost problem, the freezer would never get to 20 degrees. So if you are going to Willy Nill change out parts.
