3weeks ago my refrig started to make a humming noise about every 5 or so minutes.i replaced the starter plug relay and then again 2 wks later doing it again. took part back they replaced it with another and i put it on and it started working again.now a week after it has started humming again,i guess trying to turn the compressor on.what is causing this to happen???

You have a hard starting compressor. To verify, you can get an amp probe and check the current. If I where there, I would get it running and check for high head pressure and measure the run current.
You also could try a lower resistance prc device mentioned in my article "replacing compressor start devices", just put in the fridg search box. You will need a meter to install this.
