I can hear the unit running but it doesn't always cool or freeze. At times I can feel cool, not cold, air moving through the freezer. Also, I don't know if it makes a difference, but the coils on the back do feel quite warm. I don't know how warm they should feel.

The coils normally should be about 100% covered with thin snow. The picture you posted shows that the system is low on Freon or the compressor is not pumping Freon properly.
Such repair is very costly and your refrigerator is probably not worth it.

Some other research that I have done led me to believe that it was the defrost timer. Is this possible or not?

According to the picture of the coils it has nothing to do with the defrost cycle.
You may want to call a pro just for diagnosis.
