Could it be the thermostat?

Could be, something in the defrost circuit is shorted to the case, might by-pass it for a test only and check the wiring for a bare wire touching metal...

I went step by step first I turned the defrost timer to defrost, the new heater worked it came on and turned red. then I turned the defrost timer to come out of defrost and the breaker blew could the thermostat be the problem? once I get out of the defrost cycle the breaker can be reset.

You could have a shorted wire right by the defrost timer, just look for arc marks.
