When bulbs are unscrewed (even though they wont light up), panel lights up. Screw in bulbs (still not lit), and panel goes blank again.

That sounds like a short in the light socket. Possibly a loose connection.

Then why would the panel lights go out when you screw in any of the 3 bulbs? I'll check the connections, but it sounds like there is more to it than this.
