Frigidaire Trouble / Suzy P

Model Number: FRS23R4AW0 Brand: Frigidaire Age: 5 - 10 years

This Refrigerator Is Currently Experiencing These Problems:
1) The Refrigerator Water Filter Light Stays On.
2) Neither The Ice Dispenser Or Water Dispenser Works (auger Does Not Activate When Lever Is Pushed / Same With Water Lever)

Question: Does The Filter Light Possibly Lock Out The Dispenser Controls? And How Hard Should The Filter Element Be To Change - The Filter Holder Housing Seems To Be Awful Tight.
