the compressor will run for about 30-45 sec and shut down. After shutdown it will buzz until the overload kicks in. New starter is installed.
peak at start 27A run average 1.8A after overload 10A This is an average of 4 start/run tests
The compressor runs the same with the run capacitor removed.
Any help would be appreciated.

Sounds like the compressor has gone bad.

I discharged the run capacitor and then recharged it independantly. It discharged properly on my multimeter. Reinstalled, and now all seems to work fine. Just luck, or temporary fix?
