replaced condenser fan (beside compressor) because it seemed to be causing burning smell. now the compressor doesn't start, fan in freezer doesn't come on, only the fan next to compressor runs (continuously). everything worked b4 fan replacement.

You probably have a burnt wire near the compressor, the evaporator fan only comes on when the evaporator is cold.

I don't see any discolored/broken wires around the compressor. The only things I touched were the start relay and the sensor beside it in the compressor when I replaced the fan.
When I disconnect the power or turn the refrig off/on the only response is the fan beside the compressor.
What can I measure with VOM to test?

Measure the voltage to the compressor, if nothing, I would re-post and ask for a schematic.
