Is this a typo?
Do you mean the circuit breaker in the house electrical panel?

Is the unit on it's own circuit or does it have other appliances etc. on this circuit?

Have you tried running an extension cord to another circuit to see if that also blows the breaker? Could be the breaker is defective.

I would unplug the wires going to the compressor and tape them so they cannot short to anything.
Then plug it in if the fuse does not blow you know the problem is either in the compressor or the starter.
Be sure to mark where the wires go.
