Had a power outage/surge and when power was restored my refrigerator took a while to return to a low enough temp in freezer and frig. but the center exterior wall was hot to the touch. Connected temperature thermocouples to interior of frig and freezer to check interior temperatures. Freezer 20.5 deg. and frig 40 deg. seems o.k. Noticed exterior of center divider on side by side was hot to the touch. Attached thermocouple to exterior of center divider got 140 degrees  . Removed back cover cleaned coils and dust from back, have not noticed condenser fan come on all day. Lowered exterior center divider temp. to 115 degrees. How often should condenser fan come on?

The fan should come on when ever the compressor comes on as they are wired in parallel.

Your freezer temperature seems high.
Recommended freezer temperature is 0 to 5 degrees F.
