I have replaced the water inlet valve on this unit. I have water at the filter (filter off) but no water at the fountain. The controls appear to work, but there is also no water in the ice maker cups. I really need some help with this!

Check your fill tubes and see if they are frozen.

I am not sure about your model, but mine was a GE and the filter has a water shutoff that blocks the flow of water when the filter is taken out. When my filter is installed it was not pushing this small black cone shaped piece up into the filter housing far enough to let water to flow through. I put some electrical tape on the piece and it was enough for the filter to push it up and let water go through.
