I opened the frig to find that everything was warm and the freezer was not cold.

The power was ok the lights, water despenser, ice machine motor ran, but the compressor and condenser fan was not running. I checked the thermostat and it
read 0 on VOM .

The defroster relay goes on for about 3 seconds when I plug the frig in then goes off .

I checked the overload protector it was ok.

I put a meter to the fan and compressor and was not getting any power.

I put a wire direct to a outlet to the fan and compressor and they both ran. the coils in freezer were very cold . when I unplugged the cord from the outlet then plugged the frig cord in the relay for the defroster came on for a while and the defroster heater was warm, then shut off. but the compressor and fan does not run.

I am not getting any power to the fan and compressor . I have read that the compressor will not run if the defrost timer is on but this frig has the electronic defroster circuit.

The circuit board could have gotten hit with a surge and stuck yes, we have changed several of those boards out over the years.
