I have a Kenmore Elite HE 3t clothes washer. Sometimes when it sits overnight or for a few days water accumulates in the washing tub.

What could be the cause of this, and what are solutions?

This is a classic symptom of a fouled water inlet valve that isn't completely closing. Replace the valve.
