36 volt is your clue you have low voltage due to bad connection or bad wire someplace.. not the fans fault if it dont have full power.

I have 11 GE refrigerators, all the same. In the past I have had evaporator fans go bad, so I keep a few extras stocked. In one unit this fan stopped, I replaced with a new one, but it did not start running. I pull the connector and checked the supply voltage, it was about 36 Volts, the fan states it is 115V. The coils were cool and the condenser was running. When I took the original fan out that was not working, the motor was warm.

Can someone point me in the right direction to find out the cause and possible repair?
