Most likely the problem is a bad control board.

I have a Whirlpool microwave that started cycling through the power settings by itself. It will do this when its sitting idle as well as when something is heating. It starts at the power 10 and goes down til it reaches power 1 and then starts again. The microwave is heating water when I checked it but is obviously a slow process when the power will not stay at 10.
