Was the stop under counter open and wrking, getting water to water valve on frig?

wE HAD OUR COUNTER TOPS REPLACED AND TURNED THE WATER OFF TO THE FRIG. When the water was turned back on, no more ice? We ahve a filter on the line. You can hear the ice maker cycle but the water valve isn't openin. I have replaced the valve and still no ice?
