Try to operate the machine with the belt off and see if the motor turns. If it does, and the pulley does not turn easily (when the machine is off!!) then the problem may be a tub bearing or something hanging up the basket and tub.

If the motor does not turn, you problem may be the motor/speed control board which controls the motor.

Here is a service manual which will give you some tips on troubleshooting it.

Took off shell on top and back. Belt ok, After starting washer, fills with water, goes to start but seems to have a lot of ticking noises on the top where the control knob is. Like something is not starting and machine is trying to send signal but no go. Motor is not operating at all that would spin drive belt to move inside basket. When off, the drive mechanism that attaches to the belt does seem to have a great ease to moving it. I have meter to test fuses if needed but not sure where to begin. Please help:(
