Hotpoint rgb530dep2bb gotten secondhand.

Stovetop burners are perfect, oven flame is far too large and gets into oven.

In all the diagrams I can find, the regulator cap has a reversible insert. This one has a reversible cap, one side with tiny orifice other side open, no markings on it. Then there's a plastic cap that goes over the outside end and it has a keeper loop that fits over the end going in. Doesn't matter which way it is oriented.

When I look for replacement parts, the regulator pictured has the same plastic cap on it.

The burner nozzle has been turned snugly tight, the air gate fully opened. The flames are mostly blue, but far longer than safe.

Thank you for any guidance. I'm tempted to order a new regulator/valve combo but have read that they are rarely the issue.
