Double Oven, Have replaced thermal fuse twice both check good continuity

Service Tech says 240V coming in to front panel. In spite has ordered another
one but did not pull oven to check. This is only part that can cause this

Can not there be another problem such as control board or relay board that will not let bottom work. All panel lights work and can hear switching but no heat
