The ice maker in my Whirlpool Gold side by side looks like the same type many models use is not making ice.

The optics diagnostics for the 2002 actually indicate that it is in harvest mode as when I perform the sequence of steps the LED is blinking at 1 second intervals. It then says wait 5 minutes but the ice maker is not moving so it appears stuck in this mode.

I have done the following:
verified freezer temperature is in the proper range
verified ice maker optics cover is set to ON
replaced the water valve and water line to water dispenser is working
replaced the optics boards
checked the ice maker water line and it is not blocked or frozen as I can blow through it like a straw when I disconnect it from the water valve.

I think all that remains is to try the voltage checks on the ice maker & the manual bypass jumper steps to see if it can move through the various modes. With the rotating teeth (fingers) pointed down into the tray I'm reluctant to manually add water as I think they will freeze to the teeth. Any suggestions and input on what to try next would be appreciated?
