Did this unit ever drain at this location?

Has anything changed with the plumbing hook up re: new garbage disposal etc.?

Plumber says the lines are not the problem. Garbage disposal works properly. The water in the dishwasher will not drain. My best guess is it is an internal pump problem. Can anyone tell me how to confirm this and then fix it, or do I need to get a repair person out?
