Well, it seems obvious that you are not getting power to the motor start winding and this comes through timer contacts. You can check for 120vac between the motor brown and red wires if you want.

Thanks for your post. Anyway to test the timer to see if it is faulty before I purchase a new one?

There is no capacitor. Sounds like a faulty timer.

Just purchased a new motor for my washer but it is doing the same thing as the old one. I can put it on the spin cycle and it hums but I can get it started by grabbing the belt and giving it a pull and it will start working. I get the same result if I take the belt off and spin the pulley. I thought there might be some sort of start capacitor but haven't been able to locate such a part.
