If no power getting to the valves when the timer should is calling for water then this does suggest the timer is at fault. Try replacing it,

and if the part does not fix the problem you can return it and then take a look at the water level switch,

Stacked washer dryer will not start filling. Unit will perform final spin when timer is turned to that position. No power is going to fill-solenoid, at the solenoid point. It appears timer motor is not working, but it does have power. It seems like it would still fill and maybe overflow, but it does not. Any ideas ?
