Well what you have done should have fixed it.

It seems unlikely but the problem may be the valve assembly. Try replacing it, but before doing that check the wiring to the valve assembly for any breaks or loose connections. A loose connection somewhere may be the only problem.

The washer doesn't fill immediately and/or stops half way into filling. Also can happen doing the fill of a rinse cycle. I have replaced the timer and the fill level switch. Each time it works well for a week or so and then the fill problem starts again. Currently, I can usually get it to start/restart filling by turn the temperature knob to a different setting and then back to the original setting. Occasional that doesn't work. If the washer sits long enough, it will start or resume by itself. It could be as long as ten minutes.
