I cannot find any tech info on the given model number so the foll0owing is just general info.

The PTC (Positive Temperature Coefficient) is not a relay. It is a resistor that changes resistance with temperature. So instead of relay contacts opening and removing the start winding when the compressor has started, the resistance increases and this then reduces the current through the start winding.
Just Google "PTC Thermistor" for more info on this.
As far as I know unless it rattles there is no good way to check it so you have to replace it and see what happens.

Compressor winding resistance checks can tell you if a compressor is bad. They do not tell you that the compressor is good as it may have internal mechanical problems.

I have a little Danby bar fridge model: DCR34BLS
It hasn't worked for a few months. I finally got around to looking at it.
When you unplug it and plug it back in the compressor starts and runs for about 10-15 seconds and then a relay clicks and kicks out and doesn't try to run again until you plug it back in and it does the same thing. It has two separate relays one with one prong on the compressor and one with two prongs on the compressor. The single pronged is the overload relay and the dual prong the "PTC Thermistor" which I assume means the start relay. I first assumed it was one of these that failed but after continuity testing them both they both seem to be in acceptable range (around 3 ohms I believe) The compressor seems to be within acceptable range as well so now I'm a little baffled as to the problem. Any suggestions???

It's a pretty simple little model with no control board of any kind so there shouldn't be too many possibilities. But I'm not sure what the issue is so any help would be greatly appreciated.
