i tried holding in the on/off button for over 10 seconds and nothing.

Have you tried holding the Clear/Off key for 10 seconds or so, see page 2 in the timer guide.

I am not sure what you are doing here.
F11 looks like a keypad problem so I do not know how it relates to what you are doing.

In the manuals there are a couple that may help even though there is not one for a slide-in unit. A stand alone with the same timer will be close electrically.
In the Manuals section under Range, Oven & Cooktop Service Manuals:
Page 2 has several freestanding units.
Page 3 has fault codes

ok, i returned the refurbished part and bought a new one from frigidaire for $230, and still have the same problem. i checked the outlet and i am getting 120v from each leg. that tells me that i am getting power out of both legs to the range, so the breaker should be fine.
when i insert the plug into the outlet partially to do the test (because my probes are not long enough) i get an f11 code. i could really use some help as thanksgiving is coming up and i can't use the oven/ i am expecting a house full of relatives and i really need it.

I hope i can find some help.
We have a frigidaire slide in oven model PLES389ECE.
there was a power failure one night & when the power came back on the control panel flashes pf on the right and the clock flashes on the left.
the clock keeps time while it flashes, but it can't be set.
none of the buttons work on the front of the stove anymore, but all 4 dual burners work with no problems. i have read where it might be the control board, so i spent about $150 on another one, installed it and i still have the same problems. i have looked everywhere for any information on my unit, but i can't find anything!
i will call frigidaire tomorrow when they are open to see if i can get any help from them, but in the meantime i would like to see if anyone has any ideas.
i am mechanically inclined, so if there is some testing to be done, i can probably do it.
also when i bought the oven the broil feature would not work. i pressed broil and the temperature would show and then it would go off, never heating. might that have something to do with it?
Any help would be greatly appreciated.
