I am assuming that the element was a fairly even red along it's length when it was heating.
If it was red on only part of it then it could be a grounded element.

The most likely cause is a blown control board re: the relay that controls the element is not opening.

Ge oven bake element will not turn off, I have unplugged the oven and let it be overnight the pugged it back in and still there is power to the lower element, actually burned thru the lower element.
