I would check the wiring to/from the control board before replacing/repairing it.

Yes the board should be repairable, Google "appliance timer repair"

Bottom oven would not come on so replaced the heating element. It came on for a while and then quit working. Now the top and bottom ovens will not come on. If it is the control board, can the control board be repaired or do you need to buy a new one. Due to the expense of a new board, I am not sure if it is worth repairing a 14 year old range.
