I am not sure I understand the above but if you mean that the oven comes ready but has no heat then odds are that the control board is bad.

I have a 30 " double wall oven. The top oven works fine. When I try to turn on the lower oven, I push the controls for temperature etc and it shows it preheating/broiling like it should. When I open the oven, neither the broiler element or the bake element is warming. The controls show it reaching the entered temp on the controls but the oven is still cold. What is my problem? Is it a thermostat or what? I really don't want to spend the money for a new oven unit.:(
